In which movie of Doraemon were there dinosaurs planning an invasion of Earth?

In one movie of Doraemon, there was a strange plot in which dinosaurs never went extinct, but instead went to Mars with an underground base and were planning an invasion of planet Earth.

A few characters (Doraemon & others) were in an icy storm moving through, while Nobita was secretly listening the plan of dinosaurs with a chief red dinosaur explaining the plan.

Mars is my expectation; it may not be exactly Mars.

The animation quality was high, so I think it was probably produced after 2000.

According to what I've gathered from various sources, Nobita and Doraemon discover a subterranean world (apparently on Earth, not Mars) where dinosaurs still exist, along with a race of men that have evolved from dinosaurs.

Doraemon: Nobita and the Knights on Dinosaurs is a 1987 anime film and the eighth movie in the Doraemon Film Series, based on the installment of Doraemon's Long Tales of the same name.

After Nobita and friends implored Doraemon to create an underground hideout for themselves, they discovered a hidden world beneath the earth's surface where dinosaurs still exists, having escaped cataclysm millions of years ago. An earlier misunderstanding leads to Suneo being stranded underground, sending Doraemon and friends to embark on a rescue mission where they meet Banhou, a dinosaur knight belonging to a hidden civilization of humanoid dinosaurs, whose ancestors - the troodont Stenonychosaurus - have evolved into a human-like state, living in a massive subterranean city called Enriru.

The Wikipedia page mentions a scene where Nobita overhears plans to take the Earth's surface back from mammals.

While riding a Gallimimus, Nobita is accidentally taken to the forbidden building, where he finds a large ship and overhears plans to get surface of Earth back from mammals. Nobita comes back to warn everyone and they run away.
